Study to Assess the Actual Status of Devolution to PRIs

Brief description of the study: The aim of the study is to assess the extent to which the de-facto situation reflects the de-jure situation in the matter of devolution of 3Fs by the States to Panchayats. The study will clearly identify the functions actually being performed by Panchayats at various levels in different states, as a result of devolution.
